On this page:In the beginning of 1990ths the newly formed Kazakhstan Armed Forces consisted from 3 branches:
In 1998 Armed Forces were reformed: Air Forces and Anti-Aircraft Defence Troops were united into Air Defence Forces, troops along the state border and Coastal Guard were united in Border Guard Forces. New three branches:
Later Border Guard Forces were removed from the composition of Ministry of Defence and became Border Service of the Committee of National Security. Mobile Troops were formed as part of General Purpose Forces. From 2000 Armed Forces consisted from 2 main branches:
In 2003 Navy again became independent branch of Armed Forces, Mobile Troops became Air Mobile Troops. 3 branches again:

On January 21 I saw the (purported) Kazakhstan Armed Forces here: http://en.tengrinews.kz/... (source: http://en.tengrinews.kz/...).

Flag of Armed Forces is a blue flag with emblem of Armed Forces, which a yellow-bordered red star superimposed yellow sun and eagle. Ratio is 1:2.
The "Flag of Armed Forces" pattern is used for the reverse of unit flags (Photo 1 and Photo 2).

What about adoption of this flag?
I saw this flag once (at aviation show) but I don’t know date of adoption. And I think it is not official.

I found these regulations:.
It is project of Law about Military Symbols of Kazakhstan (not adopted). Chapter 1 sais "Military Symbols of the Republic of Kazakhstan are the emblem, flag and colour of the Armed Forces"; but adopted version of this Law sais nothing about flag of the Armed Forces.

Ground Troops - branch of Armed Forces was formed in 1993 and existed until now. Other translation versions of the name: Ground Forces, Land Forces.

Looking at the link provided on Kazakh Military flags on FOTW, I have drawn and giffed 4 flags for submission.
The most dramatic "change" if you like is the eagle and
sun emblem on all of these flags which differ from the standard
design on the national flag - The sun contains only 20 rays
as opposed to 32 on the national flag and the eagle is of
a more simplified design. Perhaps this is erroneous, but on
the other hand, it may well be a deliberate change from the norm.

New branch of Armed Forces was formed in 2000 as Mobile Troops, from 2003 renamed to Air Mobile Troops, from 2017 - Air Assault Forces. Independent branch (with own Commander-in-Chief) since 2022.

the top part having 13 rays, seven white and six sky blue, spreading from the middle in a circular way, from the middle outward and the bottom part being sky blue.

Anti-Aircraft Defence Troops was separate branch of the Armed Forces until 1998. Other translation versions of the name used sometimes - Air Defence Forces. Now - part of Air Defence Forces.

The emblem on the Flag of Minister of Defence is a "Issyk Golden Cataphract Warrior":
"The Golden Cataphract Warrior is thought to be a Saka prince or princess around the age of 18, since he dates to the 4th century BC and the region where the kurgan was found was ruled by the Sakas in the 4th century BC".

I think it is not flag of MoD. It is ceremonial flag of the Navy.
Soldiers at the photo (http://www.mod.gov.kz/data/nws/rus/img_2323_6931.jpg)
are from Honour Guard. They have flags of main army branches - Land Forces, Air Defence Forces, Navy.
Why you think these flags belonged to 2nd Brigade of Air Defence Forces 3rd
Brigades? Roman cyphers at the emblem? For me they means nothing. I think
in both cases it is Air Defence Forces flags with minor artistic differences.

Regarding the above, I guess you are right. At a first glance, it seems the emblem has many different symbols representing the different branches. But when you take a closer look (and judging from the uniform the troops in the picture are wearing) I agree with you that it is a Naval forces flag (maybe another Honor Guard flag). The Naval forces CoA ( http://www.globalsecurity.org/military/world/centralasia/images/kazak-navy.gif ) is indeed featured on that flag, without the outer ring inscription though. Now regarding that last paragraph, I infer they are Unit flags (i.e. 2nd or 3rd Brigade) for the naming system (Order of Battle) thay they inherited from the Soviet
era. Remember that their main military (strategic) Units are usually Regiments, so in case it's not a Regiment, it's a Brigade. I don't think the Roman numerals
in the flag is a mere coincidence. On the contrary: I do think they are, as I just mentioned, Unit flags, so they each represent a different Unit.
Still, I think we need further information and further evidence tu support any of either statement, but for the moment, the least we can do is include this thread
and all its discussion on its respective section to update it.
